(Instrument Flight and Instrument Navigational Flight)
Article 93. No aircraft shall engage in an instrument flight or an instrument navigational flight when it is possible to determine its position and course by utilising ground references.

 

(Flight under Instrument Meteorological Conditions)
Article 94. Any aircraft shall, under instrument meteorological conditions, be flown in accordance with instrument flight rules within an air traffic control area or an air traffic control zone, and not fly in any other airspace. However, the same shall not apply when there is an unforeseeable rapid deterioration in weather conditions or other compelling reasons, or as permitted by the Minister of Transport.

 

2. The provisions of Article 82 paragraph 3 shall apply accordingly to the
provisions of the preceding paragraph.

 

(Flights in an Air Traffic Control Zone)
Article 95. No aircraft shall engage in a flight other than those specified hereunder. However, the same shall not apply when permitted by the Minister of Transport:
(1)Taking-off from an aerodrome from which an air traffic control zone is established, and subsequent flight (except a flight which is made in the said air traffic control zone again after leaving the said air traffic control zone);
(2)Landing at an aerodrome for which the air traffic control zone is established, and a flight for the landing.

 

(Air Traffic Instructions)
Article 96. Any aircraft shall, in an air traffic control area or an air traffic control zone, navigate in accordance with instructions which are given by the Minister of Transport, for aircraft safety, with regard to the order, time or methods of take-off or landing, or method of flight.

 

2. Any person who is engaged in business at an aerodrome as may be designated by the Minister of Transport under Article 2, paragraph 12 (including any person who is engaged in business relating to the works at the aerodrome as may be specified in Ordinances of the Ministry of Transport) shall, when on business, comply with all instructions given by the Minister of Transport for the safety of air traffic at the aerodrome.

 

3. Any aircraft shall, when flying as specified hereunder, engage in those flights after having communicated with the Minister of Transport as may be
